this is good question for me because this station is Radio Racja. This Belarusan station is located in Poland, but for transmitting many transmitters are used. One of them is SW transmitter in Lithuania used every day between 1530 and 1730 on 5815. Radio Racja uses also MW and FM transmitters. Their program is made in Belorussan language and directed to Beloruss (http://www.racyja.com/). Few years ago for relaying of R.Racja was also used MW transmitter very close to my QTH. This station is ofcourse legal and is taken into account in many schedules and SWstations lists. "Racyja" means "Right".
Near 5815 very often works Chinese Music Jammer. It jams Radio Free Asia on 5810.
