I don't recognaise the music ... kind of melodic opera - similer to the CIRQUE de SOLEIL :)

My guess is that it is NORTH KOREA which uses 6285 in the afternoon. Listen at the top of the hour for the interval signal and national anthem.

You'll find a lot of international broadcasters have been creeping into 48 metres recently.
