Hello,

according to AOKI list it should be Voice of Korea [North Korea]: 10-11 in English
Later in French and later also Korean, Russian and German.
Now [1413] quite well audible in Europe in Russian.

I originally thought it was, but the extremely heavy EU accent (I thought it was in Dutch or German at first) made me wonder and ask here.
