None of the forums I've used seem safe. YaBB, vB, Invision, even SMF are hit daily. phpBB is hit the hardest because it's one of the oldest out there and most all the open-source forums are based on it.
The module that uses the scrambled verification code in a picture works somewhat still, but there are readers now to decode them (thanks to professional copyright infringement searching software that decodes them)
Cutlass always at the ready for these scum!

OS doesn't matter. It's the script running on it that is susceptible to spam.

I agree these spam posts are a nuisance. This week I got one in my private messages as well (as I'm sure other members did).
Is there a way that new members can be approved by the moderators before they can start posting - this way spammers who automatically become members can be blocked?
yes

there are certain ways to get spammers away, but this needs some huge mods to the script this board is running with, already looking for lots of stuff but as we do not run a standard board it needs some time

SMF 1.1 was released as stable today. It includes anti-spam protection and imports phpBB database stuff quite painlessly if you're interested
(no real themes written for it yet though)

Hello All,
Alfred you can find it here:
www.simplemachines.org/
I am also still looking for a new or good forum, But not sure what to do. They all say spam save etc, so it's hard to choose. I also have to delete spam post often, could be I delete the whole forum. But first will do some other test.
