If you ask me, both low-power and high-power stations (on an average) produce equal splatter. However with the high(er) power stations the splatter is reaching a greater distance and more people are suffering from interference.
So I think it's not fair to only complain about the splatter produced by power stations like Tower. You could equally well complain about the high-power itself. Although not strictly needed for local broadcast I think the more distant listeners do appreciate this power.
Nevertheless splatter can be reduced. This however will also have a negative impact on audio quality and strength. So it's more a question for the stations operator for what he thinks is the most important for that particular situation.

there are a lot of stations in holland with many power,and every time on this site comes comments about the splatter.WHY.
