Hi Ray:

I have the carrier too, but heard RTTY at 0028.

ITU monitoring (http://www.itu.int/ITU-R/terrestrial/mo ... es/322.pdf) lists a Russian utility on 4023.0. Maybe its them, just keeping an open carrier between data transmissions.

Very good signal here in Newfoundland, Canada. Faded in at the ridiculously early time of 1940 on 3934, improved gradually up to 34443 by 2100 on 3930 (no significant difference between frequencies noted here).
